Hi David,

I checked the internal scores:

	$ texdoc -lM l3sys-query
	l3sys-query	4.0	/usr/local/texlive/2024/texmf-dist/doc/support/l3sys-query/l3sys-query-tool.pdf	     	     Package documentation
	l3sys-query	2.5	/usr/local/texlive/2024/texmf-dist/doc/support/l3sys-query/CHANGELOG.md
	l3sys-query	2.5	/usr/local/texlive/2024/texmf-dist/doc/support/l3sys-query/SECURITY.md
	l3sys-query	2.0	/usr/local/texlive/2024/texmf-dist/doc/latex-dev/tools/l3sys-query.pdf
	l3sys-query	1.8	/usr/local/texlive/2024/texmf-dist/doc/support/l3sys-query/README.md		me
	l3sys-query	1.0	/usr/local/texlive/2024/texmf-dist/doc/man/man1/l3sys-query.man1.pdf

Since the latex-dev tree is given -2.0 adjustment, when the doc comes to latex/tools as well, then it will get the highest score equals to l3sys-query-tool.pdf.
I will make a slight adjustment to make sure future latex-dev/tools/l3sys-query.pdf will get higher score than l3sys-query-tool.pdf.
I do not see the value in making further adjustments for latex-dev doc that will only serve for two months.

Best,
Takuto
