texdoc for l3sys-query

Currently texdoc l3sys-query shows the documentation of the command line
tool but since the latex package was released yesterday could texdoc -l
l3sys-query  show l3sys-query.pdf by default (current 0ption 4) ?

Currently that is in latex-dev/tools  but it is usable with a normal latex,
not just latex-dev, and after the next latex release (scheduled for June)
it will also be in latex/tools.

The package doc, l3sys-query.pdf, does have basic documentation for both
the command line tool and the expl3 interface as well as the latex document
interface, so it makes the best default here.

[sorry we made this more complicated by the "staged" release of the
separate components]
