Biber cannot find a shared library

Hello, I have Texlive 2023 updated on a Fedora Linux 39 system.  The biber
coming with Texlive cannot find a shared library:

$ which biber
~/bin/biber
$ biber main
biber: error while loading shared libraries: libnsl.so.1: cannot open
shared object file: No such file or directory

The biber coming with fedora has no problems:

$ /usr/bin/biber main

Is it a problem on my end?
