Biber cannot find a shared library

Hi,

I do not use biber and do not have its file but these libnsl exist on
my Fedora 39:

$ find /usr -name 'libnsl*' 2>/dev/null
/usr/lib64/libnsl.so.1
/usr/lib64/libnsl.so.3.0.0
/usr/lib64/libnsl.so.3
/usr/share/licenses/libnsl2

If you send me MWE bcf and bib, I can try on my TL2023 on Fedora 39.
