Low download speed on TeX Live Unix installation

Hello.

I'm getting *ridiculously* low download speeds when trying to install TeX
Live. (as described here: https://tug.org/texlive/quickinstall.html)
It took almost 2 minutes to even get the install-tl-unx.tar.gz archive.

Here's a log of the subsequent perl command, after waiting for about 5
