latexsym + german

this isn't really an issue for tex-live as they can only distribute what is
on ctan.
You would have the same error in texlive 2022 so this is not new.
Neither german nor latexsym packages should be used on any documents
written for the last decade or so
german here is making " active, so breaks any following packages using hex
numbers, it just happens to be latexsym in this example.

As you say,

\usepackage[ngerman]{babel}

would be the normal 2e interface (and has been for 30 years)
