While that is true, it is also true that arXiv could already now
provide some tagged, accessible PDFs if they extend their
infrastructure for more "experimental" documents. 

E.g. for the mathml examples
(https://github.com/latex3/tagging-project/discussions/56) we also
tagged two random arxiv sources and they required only minor changes
to get the tagging right and allow correct html derivation on
ngpdf.com.  This is not something *every* author can do (or even
want to do), but some authors could. 

But currently it is not possible to process them on arxiv as it
neither allows the use of unicode engines (which independent from
tagging is quite a problem) nor does it offer a current texsystem.
It is not even possible to (re)upload an enhanced PDF.
