Debian in WSL2 has TeX Live packages and also runs CTAN TeX Live.  You
may need to upgrade to get packages for TL2003 and Wayland support..  Here
(WSL2 in Windows 10):

$ cat /etc/os-release
PRETTY_NAME="Debian GNU/Linux trixie/sid"
NAME="Debian GNU/Linux"
VERSION_CODENAME=trixie
ID=debian
[...]
$ tex --version
TeX 3.141592653 (TeX Live 2023/Debian)
