It looks as if you would be better off to start from scratch, but
this time going into the advanced menu and pick a smaller scheme,
adding collections and packages as needed later with tlshell, or
with just tlmgr.

%USERPROFILE%\texmf should be created if and when required.
.texlive2023 will be created automatically when needed.

Also check the C:-drive with chkdsk, just in case.
