bookmark package update

Martin, I can confirm that the North American mirror at Utah has in

	$prefix/texlive/2023/texmf-dist/doc/latex/bookmark/README.md

the version number

	2020-11-06 v1.29

with a file creation time of 19-May-2023.

After a "tlmgr update" run, there is a new version with file creation
time 9-Dec-2023 (today), and internal version unchanged at

	2020-11-06 v1.29

Thus, I too see an old version.

The files in the above directory are all replaced by ones with today's
date, but they all contain the 2020-11-06 v1.29 string.
