This is a built-in part of the (xe)latex format; it doesn't mean the
same thing as actually having
\usepackage[...]{babel}
in your document, though. It's not a sign that anything is wrong.
(Perhaps in some future version, we'll have a xelatex format where
Babel has been entirely replaced at the format-compilation stage. But
we're not there yet.)
