[XeTeX] tipa & xunicode

I'm a little confused about the current role of xunicode. Would it be
perhaps better to create a "xetipa" package (I don't like xtipa
because the LaTeX3 team uses the x prefix for their experimental
packages) that can handle variations such as those discussed previously?
