I have two Macs: a PowerBook on Panther, on which XeTeX is installed,
and a PowerMac on Jaguar, which I don't use very often right now and on
which I think XeTeX isn't installed. I haven't upgraded the PowerMac to
Panther due largely to the surprising "amount" of bugs, and generally
"unpolished" and "unfinished" state, I experienced with the first
versions of Panther, compared with Jaguar. Plus, I like to have a look
at the textured look of Jaguar from time to time, to get a break from
brushed Panther.
That said, I have grown accustomed to many of the convenient features
of Panther, and I am considering upgrading the PowerMac to Panther as
well. I recently helped a colleague to move from a G4 in OS 8.6 (sic!)
to a G5 in OS X 10.2.8, it was surprising to realize how many of the
features I am now using routinely in Panther weren't available in
Jaguar. It will depend largely to how Tiger looks like, in a month's
time (hoping very hard the WWDC keynote will be QuickTime
broadcasted!). It's possible I just jump an upgrade and move to Tiger
directly.
So, to answer your question, I think it would be nice to preserve
Jaguar compatibility, if that does not mean too much technical hassle.
There may still be people around, like me, who have been reluctant to
install Panther on all their Macs. But, again, that may depend on what
significant advances Tiger will bring over Panther, making or not
Panther on the trail to obsolete.

Disclaimer: I'm one of those nerds who like to visit
<http://webcamscout.net/webse-e-flash.htm> from time to time, to get
back some 1-bit feel-good enthusiasm. What the designers of the Macs of
that time were able to achieve with black-and-white and limited
resources is amazing! It was elegant and cool! I even keep copies of
the bitmap Mac fonts of that time, New York, Venice, Cairo, Mobile,
Chicago, Los Angeles, London, Geneva, Monaco, Athens around, just for
the fun of looking at them again. I miss them.
