[tldoc] tl24 manual late items

Hello TL doc people,

1a) I've added a few more late news items to the tl24 manual. Diff below.
1b) I also disabled the tt ligatures (-- et al.) using microtype. Which
also makes the output nicer, so good.

2) many translations were not updated in time for the release, and
several have not been updated in previous years, either. It is no
problem to update them during the year (i.e., now), if anyone has time
to work on the translations.

If new volunteers are needed for any existing translations, let me
know. I keep the list at https://tug.org/texlive/doc.html; Polish (pl),
zh_CN, and zh_TW are all in need of new volunteers, afaik. Here are the
"stale" manuals:
