[tldoc] tl manual revision

I made a small change to the TL manual for some last-minute changes that
are/will be committed. For those who have already been working on the
translation updates (hi Denis), this latest diff (colorized) is here:

All: I hope to freeze TL to prepare for the final release on March 10.
