My suggestion would be to use geometry or some other package to
specify the half-letter size and lay out one copy (or do you need to
have two different versions?) so that the margins are equal all
around (probably need to specify the ``oneside'' option for the
documentclass).
Then use the pdfpages package to place it appropriately --- it has
excellent documentation.
If you only need one version you could do a ``work and turn'' making
one copy and printing it twice:
| front | back |
which then becomes:
| kcab | tnorf |
when flipped and backs against:
| front | back |
So you get both sides printed in two passes with the same plate, just
be sure to get the vertical orientation right.
