[texhax] figurs numbering and bibliography

Hello all, I'm kinda new to LaTex, but things are going well. I'm
writing a report for my PhD thesis, using the article class.
Well, how can I set the figures numbers according to their section?
like:
section 1
fig.1.1
fig.1.2
fig.1.3
section2
fig.2.1
fig.2.3
fig.2.3
Also, before starting with latex, I had this huge file of
bibliographic references, in a way like this:
Walcott, R.I., 1970. Flexural Rigidity, Thickness, and Viscosity of
the Lithosphere. Journal of Geophysical Research, 75:3941-3954.
Watts, A.B.; Lamb, S.H.; Fairhead, J.D.; Dewey, J.F., 1995.
Lithospheric flexure and bending of the Central Andes. Earth and
Planetary Science Letters, 134:9-21.
Roddaz, M.; Baby, P.; Brusset, S.; Hermoza, W.; Darrozes, J.M., 2005.
Forebulge dynamics and environmental control in Western Amazonia: The
case study of the Arch of Iquitos (Peru). Tectonophysics, 399:87-108.
So, after a few hacks, I managed to get all of it into a bibtex base.
The thing is that when I process my files, in the references list I
get this

only the last name and the initial of the first name appear, I want
all the initial letter to appear in the list, how can I do this?
