Then you could use the ISO see, https://tug.org/texlive/acquire-iso.html

or use an online latex like overleaf.com (which uses texlive under the hood)

Or talk to your IT department.

Dear Tex Live Team,

In order to write my master's thesis, I am dependent on the installation of tex Live under Windows. The install.exe file is already on my computer. This can also be executed. Unfortunately, my company's security policy blocks the download of the packages from the Internet. Is it therefore possible to obtain an offline installation file of the packages or is there another possibility in this case?



I would be pleased to receive a corresponding support response.
