How to install tlgpg

I do not understand..

I did a TL Windows installation, on two machines, on Aug 2023 (> Feb 
13). On one machine I did

tlmgr --repository http://www.texlive.info/tlgpg/ install tlgpg

and it worked.

On the other machine.. I forgot.. and only today I realized this. So I 
tried to do the same on this second machine but it failed as described. 
I don't want to reinstall with current installer...

In any case: how should I update tlmgr/texlive.infra?
