Unexpected behaviour when installing TeX Live 2023 with Scheme: Custom scheme

This is not enough to understand what you have selected.
Please give the exact list of collections selected in the installer.

Yes, the script runner requires luatex.

Because one of the collections or languages you have selected requires
it. Without knowing what you selected, we cannot help.

I suggest installing a minimal scheme, and add your prefered packages
with tlmgr one by one if you are seeking a minimal system.
