Unexpected behaviour when installing TeX Live 2023 with Scheme: Custom scheme

I installed TeX Live 2023 yesterday using Scheme: Custom scheme and Other collections : Windows-only support programs + XeTeX and packages and was surprised to see it installing

Installing [002/114, time/total: 00:11/06:40]: arabxetex [511k]
Installing [003/114, time/total: 00:18/09:51]: atbegshi [409k]

etc.  Now I can understand it installing LuaTeX, because it is not impossible that something in the installation and/or update infrastructure requires Lua, but why arabtex, atbegshi, atveryend, awesomebox, babel, bibtex, [...],  zbmath-review-template ?  Is this because XeTeX installs all of these, or is there some other mysterious reason ?  I ask not because I am short of disc space but simply because I sought to install as little as possible in order to be able to identify whether my normal workflow had dependencies other than XeTeX, xdvipdfmx and the plain format ...
