tlcritical testing for certificates

We've pushed a fix to tlcritical that should make LWP usable on Macs and
perhaps other systems, resulting in faster downloads.

So, if anyone is up for testing tlcritical before we push this out, that
would be great. Especially on Windows. Info:

The change Norbert found was to use the root certificate bundle that we
include on all systems. So there is a chance of other systems being
