look at

   https://tug.org/texlive/lists.html

There is already the statement

 | You do not need to be subscribed in order to post to any of these
 | (or other tug.org) mailing lists.

You probably overlooked it because it appears below the links to the
mailing lists.  People read a file from top to bottom and when they
find what they are looking for they simply click on the link and do
not read further.

I suppose that this statement would be more noticeable if it appears
above the links.
