Problem changing TEXMFHOME setting

Thank you, now the problem is solved and, in the process, I learned some more things.

I see, now I understand why I could not troubleshoot this with the documentation of tlmgr. Thanks. I did not think of searching outside the TEXMFROOT directory.

I assume the "strict rules of Debian", namely the placement of configuration files, is the Debian Policy (https://www.debian.org/doc/debian-policy/ch-files.html#location) that you mention later on your reply. Never actually looked into it until now.
