It is because you did set it up as root. You should have known
better.

You can set a lot of env vars as root and graciously break your system,
nobody doubts that. And not all of this is "documented in the man
pages".

And please bring this discussion to the respective Debian channels, it
has nothing to do here. Enough people have explained to you that
TEXINPUTS is an inherent part of TeX and will not be changed.
