Yes, I keep my usual settings, which are generally usuful.

TEXINPUTS has its own meaning when using *tex after installation.
Installation scripts and/or installation tools should not be
affected by such settings. They should start by unsetting it,
or if they need some specific value, they could affect it from
another environment variable, used *only* for installation,
such as TEXINPUTS=$INSTALL_TEXINPUTS.
