well maybe the mirror you use hasn't pulled the catalog updates yet

I do get

  cat `kpsewhich siunitx.sty` |grep ProvidesExpl
\ProvidesExplPackage {siunitx} {2023-10-07} {3.3.7}

and

  tlmgr info siunitx |grep cat-version
cat-version: 3.3.8

so that also shows the mismatch
