Failure to run cmd.exe has been reported recently in other forums, but
have not seen any
follow up beyond users being advised to switch to PowerShell (a reason
for moving
to pwrsh.exe is that scripts can be digitally signed
<https://techexpert.tips/powershell/tutorial-digitally-sign-powershell-scripts/>).

PowerShell is now the command shell for File Explorer in Windows 10
<https://support.microsoft.com/en-us/windows/powershell-is-replacing-command-prompt-fdb690cf-876c-d866-2124-21b6fb29a45f>.
