install-tl-20230310/install-tl won't let me install

I have /usr/local/texlilve/2022 installed.
I want to install texlive 2023.
I followed the download instructions.
No matter what I try, it refuses to install:
Here's my latest attempt (as root), which didn't work:
# mkdir /usr/local/texlive/2023# cd /usr/local/texlive/2023# perl
~vsnyder/download/install-tl-20230310/install-tl --no-interaction --
texdir=/usr/local/texlive/2023 --paper=letterLoading 
https://mirrors.rit.edu/CTAN/systems/texlive/tlnet/tlpkg/texlive.tlpdb
