BUG: Installation failure with texlive2019 on windows

The installer should contain an unpacker xz.exe for xz files, so
either the downloaded installer was corrupt or something strange is
going on.

The installer ended with writing a logfile, according to your second
screenshot. Maybe it contains better clues?
