[pdftex] compiling 1.30.6 on openbsd-current

tangle.web is there: pdftex-1.30.6/src/texk/web2c/tangle.web

and it's normally found there via the VPATH variable of make. Maybe the
VPATH variable is not evaluated by your make version. Do you use
gnu-make? I have here GNU Make 3.80. Does your make version understand
VPATH?

BTW, your bash problem might go away by "sh build.sh".
